Kevin Smith was appointed Director of Special Education and Early Intervention Services on July 1, 2023. Mr. Smith has served as the school system's Instructional Supervisor of Special Education since 2021, and prior to that was the Principal at Pinehurst Elementary School, Assistant Principal at Pinehurst and Glen Avenue Elementary schools. From 2012 to 2016, Mr. Smith was the Special Education Department Chair and Facilitator at James M Bennett High School and has been a Special Education Program Specialist in Wicomico Public Schools for over a decade. Mr. Smith started his career as a Special Education Teacher at Pinehurst Elementary in 2002 and is a 1996 graduate of Parkside High School.
In addition, Mr. Smith has been extremely active within the Maryland State Department of Education: participating in the Special Education Leadership Academy, Promising Principal's Academy, and holds a certification as an MSDE Administrator I and II.
"I am excited and honored to be the new Director of Special Education for Wicomico County Public Schools", Smith said recently. "We have a dedicated group of student-centered professionals who collaborate each day to ensure the absolute best for students with special needs. I look forward to leading this department as we focus on student achievement, building relationships with families and community partners, and ensuring access to services that will further develop our student’s futures."

Mrs. Katrina “Katie” Mercer graduated from Salisbury University with a bachelor’s degree. During her internship, she worked with students with diverse needs and fell in love with the world of special education. She then went on to earn her Master’s in Special Education from Wilmington University in the winter of 2012. Mrs. Mercer has been a Special Education Teacher in Wicomico County Public Schools, focusing on elementary schools, especially with Early Childhood Early Intervention. While teaching, leadership was always a goal for her, and she earned a Certificate in Administration from Towson University. She is now the Coordinator for the WCPS Birth to Five program, where she works with families who have children with delays and disabilities, with the goal of providing resources, programs, and events to help prepare them for school. Mrs. Mercer is a mother of three and enjoys watching her children learn and grow as students in Wicomico County Public Schools.

Mrs. Georgine Fronczak serves as a Supervisor of Special Education for the Wicomico County Board of Education. She received a Bachelor of Science in Elementary Education from Temple University in 1999, a Masters in Special Education in 2004 and a Masters in Educational Leadership in 2009; both from Holy Family University in Philadelphia. Mrs. Fronczak taught Math/Science in Philadelphia for three years before becoming a Special Education teacher in New Jersey. She served as a school Principal for One Bright Ray Community High School in Philadelphia for 8 years and then served as the Principal for the Anderson School in Montgomery County, Pa. for five years. She moved to the Eastern shore in 2019 and worked at Wicomico High School as an Assistant Principal. Mrs. Fronczak loves working with the students and staff in Wicomico County and has a passion for Special Education!

Mr. Jason Capobianco is a proud graduate of Wicomico County Public Schools. As a lifelong learner, he pursues opportunities to enhance his professional capacity and best support those he serves, earning his Bachelor of Science degree from Salisbury University in 2009, Master of Education degree from Lesly University in 2014, and a Master's degree in Educational Leadership from Salisbury University in 2018. In his 10th year with Wicomico County Public Schools, Mr. Capobianco has served as a Special Education Teacher and Department Chair, Dean of Students, Assistant Principal and Principal. A dedicated husband and father of three, Mr. Capobianco is proud to apply his passion for education and lead as a Supervisor of Special Education.

Mrs. Katie Knaly has been a part of Wicomico County Public Schools for 6 years and is a proud graduate of the district. She received her Bachelor's in Speech-Language Pathology from Towson University in 2017, Master's in Special Education with a certificate in Autism Studies from George Mason University in 2019, and Master's in Speech-Language Pathology from Baylor University in 2022. Katie has a passion for supporting students with varying needs to gain access to technology to achieve optimal academic success. In her free time, Katie enjoys spending quality time with her family, including her husband and daughter.
