Home Instruction

The home instruction regulations are found in the Code of Maryland Regulations (COMAR) 13A.10.01. The purpose of these regulations is to establish a procedure to be used by the superintendent of each local school system to determine if a child participating in a home instruction program is receiving regular, thorough instruction during the school year in the studies usually taught in the public schools to children of the same age.

Dear Home-Schooling Families,

Hello! The first semester of the 2024-25 school year will be ending on January 31, 2025. In accordance with COMAR and our Home Instruction by Parents procedure, your child’s portfolio of materials will be reviewed at the conclusion of each semester of the local school system at such times “as are mutually agreeable” between the families and our home instruction review staff. • The portfolio should demonstrate the parent or guardian is providing regular, thorough instruction in the studies usually taught in the public schools to children of the same age. A method to show regular instruction and of sufficient duration could be dating the papers submitted.

• The portfolio should include evidence of regular and thorough instruction in English, math, science, social studies, art, music, health, and physical education.

• The portfolio should include relevant materials such as instructional materials, reading materials, examples of child’s writing, worksheets, workbooks, creative materials, and tests.
